add attachments to the new inbound mail
actionmailbox/app/controllers/rails/conductor/action_mailbox/inbound_emails_controller.rb、
actionmailbox/app/views/rails/conductor/action_mailbox/inbound_emails/new.html.erbの修正です。
develiomentでテスト用にinbound mailを作成する際に、添付ファイルを指定出来るよう修正しています。
