Fix examples for AC::Parameters#to_query [ci skip]
actionpack/lib/action_controller/metal/strong_parameters.rbのdocの修正です。
ActionController::Parameters#to_queryメソッドのdoc内のexampleコードで、permit処理が不足していたのを追加しています。
