activesupport/lib/active_support/event_reporter.rb、
activesupport/lib/active_support/railtie.rbの修正です。
applicationのboot時にevent payloadfilteringをrefreshするよう修正しています。applicationのboot前、または、boot中にevent payloadを使用した場合にも初期化されるようにする為。
