Gemfileの修正です。RDoc 6.10系を使用していないよう修正しています。RDoc 6.10系だとsdocが動作しない為。

railties/lib/rails/generators/rails/app/templates/github/dependabot.yml、
railties/lib/rails/generators/rails/plugin/templates/github/dependabot.ymlの修正です。
新規にアプリケーションを生成した際のライブラリの更新頻度がdailyになっていたのをweeklyに変更しています。dailyだとPRが多くなりすぎるのでは、との事で修正されています。
